Having set as a principal goal of his administration,  a &#8216;Yes&#8217; Vote for the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Treaty_of_Lisbon\">Lisbon Treaty<\/a>. The utter failure to attain this goal constitutes a complete failure of Mr. Cowan&#8217;s leadership.
